Why NDC reinstated Tweaa DCE

The controversial District Chief Executive (DCE) for Ahafo Ano South, Gabriel Barima, who was relieved of his post, has been reinstated.

NDCA statement from the Ministry of Local Government and Rural Development further named two other persons, Isah Zakariah and Mohammed Draman, as having been given additional terms to serve as MDCEs for the Yendi Municipality and Sawla-Tuna-Kalba District respectively.

Gabriel Barima rose to fame on the back of the infamous ?Who said?tweaa? refrain during a durbar with the staff of the Ahafo Ano District Hospital, traditional rulers and the people at Mankraso when he was allegedly heckled by someone among the audience and walked out on the people.

The video recording of the incident went viral, provoking a national outrage with many calling for his dismissal since they considered his behaviour to be scornful; being a man who was occupying a public office and being paid with the taxpayer?s money.

Mr Gabriel Barima later issued a written apology for his conduct after being reprimanded by the Minister of Local Government and Rural Development, Akwasi Opong-Fosu.

He however, went back on his word by justifying the wrongdoing during an interview with a?Joy FM?journalist, leading to his dismissal by President Mahama.

Intervention

Subsequently, General Secretary of the governing National Democratic Congress (NDC), Johnson Asiedu Nketia, jumped to the rescue of the embattled DCE, faulting the President?s decision to dismiss him.

A vetting process to find a successor for the ?Tweaa? DCE was called off at the eleventh hour, even though the nine nominees ? Nuhu Alhassan Dicko, Bright Osei, Julius Baani, James Adjei, Francis Oppong, Nelson Ibrahim Ayamba, Gariba Zebrilla, Nana Antwi and Thomas Kwakwa? were ready to face the panel.

Asiedu Nketia issued a statement in which he said, ?The National Executive Committee (NEC) of the National Democratic Congress (NDC) hereby appeals to His Excellency John Dramani Mahama, to reconsider his decision to revoke the appointment of the District Chief Executive (DCE) for Ahafo Ano South, Honourable Gabriel Barima.

?Based on the investigations conducted by the party, the NEC has come to the inescapable conclusion that the decision, if left to stand, will not only? amount to serious injustice to the DCE, but will seek to dampen the enthusiasm of other DCEs in their attempt to deal with indiscipline and corruption in their various areas of jurisdiction. We strongly believe that if the President has had the full and accurate brief about the following facts of the case his decision on the matter would have been different.?

General Mosquito, as Asiedu Nketia is popularly known and called, claimed the DCE was tricked into recanting his earlier apology, a reason he said the party hierarchy had met President Mahama over the issue to impress on him to rescind his decision.

He expressed worry about why the health official, who was snubbing the DCE, remained in the employ of government without any punishment while government chose to punish the DCE, whom he claimed was insulted.

It is therefore believed that Asiedu Nketia was highly influential in the reinstatement of Gabriel Barima.
