University of Ghana introduces Records Management and Archives Policy

The University of Ghana has launched a Records Management and Archives Policy to provide a framework for ensuring that accurate records of the business activities of the university is created, managed and maintained effectively.

The policy establishes clear guidelines for retention of records which should address creation and collection, records maintenance and use and record disposition of the university.

Mr Ernest Aryeetey, Vice-Chancellor of the University, who also inaugurated the University Archives Centre, said the non-existence of records management policy in the university since its inception in 1948 triggered the need for the development of the policy.

He said the policy was endorsed by the University Council on December 5, 2013 to make it known to all sections for its effective implementation.

Mr Aryeetey said the policy recognised improved records management and support functions critical to the efficiency, effectiveness and economy of the university?s business.

He said the policy defined protocols for the destruction of obsolete records, defined the records management responsibility of both management and employees throughout the university and captured and preserved the university?s historical documents.

Mr Thomas K. Anning, University Archivist, said the policy enjoined the establishment of three institutions to facilitate records management: records and archives advisory committee, records centre and university archives.

He said currently, the university?s archives consisted of more than 100,000 volumes of records, including administrative records, student records and personal files of former employees such as Dr David Mowbray Balm, first principal of the university.

?Proper implementation of the policy would enable the university to conduct business in an effective and accountable manner, support policy and decision making, meet legal, legislative and regulatory requirement and support research activities? he said.
