NPA And OMCs Causing Financial Loss To The State – Petroleum Tanker Drivers

Members of the National Union of Petroleum Tanker Drivers Association of Tema?have indicated that?the current situation regarding the distribution of fuel across the country is almost dwindling the operations of Tanker Drivers of BOST across the country.

Petroleum TankerIn a press release issued, the group averred that past governments have introduced the concept of decentralization of fuel supply in the country, and this operation has been successful over the period.

However, they indicated, recent development regarding the distribution of fuel across the country by National Petroleum Authority, Bulk Oil Distribution Companies and Oil Marketing Companies that run their own transport are hindering the idea of zonal loading and its operations at the BOST deports Nation-wide.
“Currently, government has filled all the deports Nation-wide, and the system should therefore be run in such that Kumasi depot should supply Ashanti, BrongAhafo and the Northern Part of Western Region. Takoradi depot supplies South Western and Central Regions, Buipe supplies the three Northern Regions. Maame Water supplies the Volta region whiles Tema depot supplies the Greater Accra and Eastern Regions.
However, it is alleged that the NPA have changed the zonal ideology which has been in place for quiet sometime now, impeding the smooth running of the distribution by BOST which in effect is costing the nation.”
It also mentioned that, the OMC?s load trucks from Tema and invoice the load for a long destinations such as the Northern Regions or Western zone, only to off-load the product in Accra or a nearby town and stamp the invoices. The effect is that they make a huge claim or freight as per the distance presumed to have been covered. This contributes to huge loss in government revenue.
“Over the period BOST managed to secured a loan facility together with GNPC to fill the depots, only for the NPA and some BDC?s/OMC?s to come together to thwart the effort to restore the zonal distribution system.
Ending 2013, the Kumasi branch of the Tanker Driver?s Union had a meeting with the NPA at the Stadium Hotel and the then NPA Boss members that the government has made a huge profit from the zonal distributions of fuel. We do not understand why the NPA keep postponing the dates? of operations in the various depots,” the statement said.
“We the members ofthe National Union of Petroleum Tanker Drivers Association of Tema would want to caution the NPA that if it would not allow BOST depots to operate in full strength at the various regions, we shall advice ourselves, because we cannot sit down for the government to fill depots, take workers and be paying them huge salaries and allowances whiles the fuel lie in the depots idle.”
The aggrieved drivers also noted that apart from depriving the Tanker Drivers from doing their work, government of Ghana is also loosing so much revenue, therefore they are calling on the President of the Republic of Ghana, His Excellency, John Mahama and the Ministry of Energy, to intervene and stop the operations of NPA and BDC?s/OMC?s CATEL.
