MMDAs Urged To Support Veterinary Services

The Ashanti Regional Director of the Vetinary Service Department, Dr. Kwansah ? Filson has stressed the need for the District Assemblies in the country to support Vetinary Services in their quest to ensure that the works of the Assemblies responsibilities towards the management of vetinary issues become lesser difficult to ensure the rapid socio ? economic development of the country.

The respected Vetinary officer who was speaking to this paper in an interview observed that under the Animal Act, the District Assemblies have the authority to ensure that people who rear or intends to rear animals comply with the act to ensure that animals are treated fairly but currently it seems the Assemblies have diverted from their responsibilities, thus making poultry, livestock farmers among others to take the laws into their own hands by not taking proper care of their properties (animals). He said under the Animal?s Act, animals have five freedoms to enjoy just like human beings. He mentioned the freedoms of movement, water, feed, shelter and rest but today stray animals are seen in the system without the Assemblies causing the arrest of their owners.

According to Dr. Kwansah ? Filson his outfit has no right to cause arrest since Vetinary Service Department handles only the health aspects of the animal adding that the Service can embark only on education drive to explain to the people the need to take good care of their animals if the District Assemblies who are supposed to embark on that awareness creation gives to assistance to the Service in terms of logistics supply such as fuel among others to create that awareness. He noted that if the Assemblies support on Vetinary Services?s delivery system there would be sanity in the outfit in the Vetinary industry. The director cited how three deaths were recorded at Agogo Hospital through stray dog?s bite (rabbis) adding that if effective awareness were created by the District Assembly, the death could not have occurred.

Dr. Kwansah ? Filson conceded the fact that Vetinary Service has offices in every District in the Ashanti Region whose staff renders service, yet the Region is still under staffed to meet all their target. Currently, 75 technical staff are urgently required to beef up the existing staff to work up satisfaction but as a result of the embargo being placed on recruitment by government, the situation remained unsolved. Dr. Kwansah ? Filson used the occasion to advise the public to have links with recognized Vetinary staff and clinics for assistance to ensure that their animals live in a healthy conditions just like human beings whom if they fall sick attends to the hospital for treatment.
