Law Prohibiting Contract Abandonment Passed In Imo state

Few years after passing the Imo four years rolling plan budget, that tired over 70 percent of the state monthly revenue on projects, and in its bid to improve on the successes already achieved by the present administration in the area projects and sustainable infrastructure.

The Imo state House of Assembly, led by the Speaker, Rt. Hon Benjamin Uwajumogu has turned its magic wand to the most difficult challenge Imo state has faced in the past 40 years- by passing into law a bill for a law to prohibit contract abandonment and other matters connected therewith or incidental thereto.
The bill, sponsored by the member representing Mbaitoli state constituency, Hon victor Ndunagu, and many others, was passed after debate at the committee of the whole House.

Accordingly, the house unanimously resolved that government projects not completely before a new administration comes into office, shall not be abandoned, but rather, completed within the firsts 100days in office of the new administration, subject to availability of funds.

The Honorable members, maintained that every registered government contractor should present to the government or its representative a collateral equivalent of money to be paid to the contractor by the government as security, stressing that any contractor that delivers shoddy jobs shall be required to replicate and deliver quality work in line with the specification as contained in the bill of quantities.
The house also resolved that any government contractor that engages in abandonment of government contract will be referred to the Economic Financial Crime Commission (EFCC), or prosecuted in accordance with the existing law of breach of contract in the state.

Before putting the debate to vote, the Speaker, Rt. Hon Benjamin Uwajumogu, maintained that hence forth, contractors who fail to adhere to specifications provided by section 6 and 9 of the law will be dismissed as state contractors for the period of 20 years.

??Any contractor who is indicted by court of competent jurisdiction will by this law, according to its relevant sections be disqualified from handling contracts in the state??, he stated.
