As part of measures to enrich the rural people with a link to information across the ten regions in the country ,the Ghana Investment Fund For Electronic Communications (GIFEC) has facilitate the provision of universal access to electronic communications by unnerved and underserved communities ,92 communities can now enjoyed a functional community information centre?s to empower them of information?s.

The implementation of the project by GIFEC behalf of the ministry of communications has been funded from the HIPC Initiative .The projective is to cover every constituency in the country, the project according to the director of communications Mr. Kwame Bedu-Andor of GIFEC is a hybrid for-profit tele-centre and non profit community resource centre.

The vision of the community information centres is to ensure universal access to ICT applications for accelerated growth and development through effective and timely availability of information .Mr.? Bedu-Andor stated emphatically that the implementation of CIC will provide business services and community development information to remote Communities.?

This will provide ICT avenues for the dissemination of development information particularly on health, agriculture, environment and local government and rural communities.

It will be a mile question to asked what ICT has to do with fishing, but the current fishing industry in Ghana is plagued with challenges that if not addressed could trigger for further decline in the local production of? fish for? consumption by the ordinary Ghanaian. But due to the unavailability of access to scientific techniques about 13000 local canoes operating in folk waters have resorted to the use of unorthodox methods address the steady decline in the fishing outputs.

This practice has become very prevalent among the fisher folk due to the large quantizes of fish that are attracted by light to the surface waters only to be caught up in the fishermen nets.

In an effort to address the challenges of depleting fish stock in the waters, the Ghana government through parliament imposed a ban on use of undersized nets for fishing as well as the use of portable generator? switch bulbs beyond 500watts for fishing with this outmoded form of fishing ,the Ghana Investment Fund for Electronic Communication in collaboration with the fisheries commission and the National canoe fishermen?s council indentified the need to undertake the introduction of enhanced fishing techniques using state-of-the art technology to address the fishing needs of the artisan fishermen.

This intervention is known as the ICT for sustainable fishing project. The project will facilitate efficient location of shoals of fish in the coastal waters and inland water bodies to avoid fuel waste and loss of productive man-hours.

It will also eliminate waste in the fishing industry by harvesting only matured fish.
