The investigations are being conducted by the Military Police in Makindye following a case reference number 09/2011 by a complainant, Mr Sami Haroun Eisa.

Gen. Odongo is jointly accused with Lt. Col. Michael Kisaame, the Air Force director of intelligence, who allegedly robbed household property worth millions of shillings from Mr

Haroun’s home in Entebbe, Wakiso District.

“We have received the complaints against the officers and we are investigating the matter,” confirmed Lt. Trevor Kibuuka, the officer in Charge of Special Investigations Branch at the Makindye Military Police Barracks in a telephone interview.

However, Lt. Kibuuka declined to divulge details of the matter, referring Saturday Monitor to Army spokesman Felix Kulaigye, who described the complainant as “sick”.

“Gen. Jeje has no connection with the cars because it was his wife (Zaibab Abdallah) who sold one of the cars to Gen. Jeje’s assistant when that man (Haroun) had abandoned his family while in the United Arab Emirates and when he came back and he demanded his car, the wife paid him the Shs13 million she had sold the car for,” said Col. Kulaigye in a telephone interview.

He described Mr Haroun’s woes as a “long story”.

Gen. Odongo yesterday laughed off the allegations denying any theft.

“The said Cygnus is driven by that man’s wife, who is my step-daughter. How can I steal a car of all things? And a car of my son-in-law?” the General asked.

According to Gen. Odongo, Mr Haroun, whom he says he lost contact with since he failed to reconcile with his wife, abandoned his wife for drugs.

“That man needs medical attention. He has confused his mother and relatives who came to the country to help him and is now accusing me,” Gen. Odongo said.

But Mr Haroun maintains his allegations against the former army commander, saying Gen. Odongo took over the two Land Cruisers, a white Cygnus registration number UAM 999W and a black V8 registered as DR 5707BB.

He alleges that the vehicle parked at the minister’s home was driven from Uganda Revenue Authority on the orders of Gen. Odongo, and that the Cygnus is parked at his second home in Entebbe.

He claims the Cygnus was seized by soldiers deployed by Gen. Odongo.

Complaining of difficulty in walking and sitting due to alleged torture that injured his back, Mr Haroun also accused Lt. Col. Kisame of robbing his home property.

“A group of soldiers attacked and accused me of dealing in illicit drugs. They assaulted, injured me and extorted my money. I have since abandoned my home because they threatened to deport or kill me,” said a tearful Mr Haroun currently staying in a city hotel.

He said he was arrested last December by military intelligence operatives in Entebbe.

“I was stopped while I was from Friday Prayers and I was driven by soldiers to Lt. Col. Kisame’s office,” Mr Haroun said.

He claims Lt. Col. Kisame then told him to withdraw a case at the High Court or he would face serious consequences.

Efforts to get a comment from Lt. Col. Kisame were futile as his known telephone contact was switched.
