Client confidentiality policy launched

The Commission on Human Rights and Administrative Justice (CHRAJ), as part of its activities to mark World AIDS Day (WAD) has launched a Privacy and Confidentiality Policy Document to protect the secrecy of clients.

Mr Richard Quayson, Deputy Commissioner, CHRAJ, said Ghana has made tremendous progress in reducing HIV and AIDS infection and is now targeting a zero infection.

The theme for this year?s WAD is: ?Ghana towards an HIV free generation through Prevention of Mother to Child Transmission, Safe Sex and Stigma Reduction.?

The Policy was said to set the standards for the required attitudinal and behavioural change for protecting the privacy and confidentiality for CHRAJ clients.

It also seeks to build public trust, ensure confidence and protect the integrity of the work of the commission and to guide CHRAJ staff to create a conducive environment so that public privacy and confidentiality is taken seriously.

The commission desires to advance the protection and promote the rights of every Ghanaian citizen and take steps to disseminate the policy.

To ensure the rapid dissemination of the information in the policy, it would be propagated to the various stakeholders including Judicial Service, Ghana AIDS Commission, Labour Unions and other public and private sector organisations.

CHRAJ still sees continued discrimination and stigmatisation as conditions that could undo all the commission have taken to build.

Mr Quayson said for persons living with HIV and AIDS to freely declare their status and encourage others to go for voluntary testing to control the spread of the disease is calls for the provision of an enabling environment.

He said the policy was motivated by some key considerations akin to promotion of equality, non-discrimination, privacy, holding records in confidence, disclosures, fairness and use and sharing of clients? information.

Due to the little resources for such a broad mandate, partnerships were made with Health Policy Project, United States Agency for International Development and Ghana AIDS Commission.

There would be public education unit to help embark on free environment to lodge complains. In doing so there would be the possibility of helping complainants through electronics and Ashanti, Eastern and Greater Accra regions have been listed as beneficiaries while other regions are catered for later.

The commission said there is the need for the media to join in the dissemination of the information to help improve and protect the vulnerability of citizens.
